After you have downloaded the file, extract it into any place on your computer.
Open the Morroblivion.ini file with notepad, found in the ESPConverter_v0_98b folder.
In the text field you should see something like this:

First you want to change this:
Morrowind=Y:\Program Files\Bethesda Softworks\Morrowind\
Oblivion=Y:\Program Files\Bethesda Softworks\Oblivion\
To wherever you installed Morrowind and Oblivion.
For example, C:\Program Files\Bethesda Softworks\Morrowind\ is the default path.
However if you chose for example, F:\Morrowind\ then you need to change it to that.
Secondly, if you don't want to convert Bloodmoon, or Tribunal, place a semi-colon ( ; ) in front of either:
Master 1=Tribunal.esm
Master 2=Bloodmoon.esm
Same for the Archives section, as well. Anything disabled in Master needs to be disabled in Archive, also.
So say you disable Tribunal. It should look like this:
Master 0=Morrowind.esm
;Master 1=Tribunal.esm
Master 2=Bloodmoon.esm
Master 3=PNOG.esm
Archive 0=Morrowind.bsa
;Archive 1=Tribunal.bsa
Archive 2=Bloodmoon.bsa
Archive 3=PNOG.bsa
Also make sure the PNOG.bsa and PNOG.esm files are disabled, unless you are French.
But make sure Master 0=Morrowind.esm has no semi-colon in front of it.
Read the bugs/errors section if you're having problems with the converter after this.
Thirdly, if there are any Morrowind mods that you want to convert over you can use the Mod #= slots to load them. However, if you don't have any mods for Morrowind, or just don't wish to move them over, just place a semi-colon ( ; ) in front of them. After this you're pretty much good to go, there's a little more you still need to know, however. Check the bugs/errors section!

Getting to Morrowind:
You will need CNME mod, because the original boat will not show up, seeing as the original creators built this in French. You can get CNME from here: http://www.tesnexus.com/downloads/file.php?id=14929 and of course I've also attached it to this post. After you have this downloaded, extract it to your Oblivion\Data directory, and check it in the list of files to load through either OBMM, or the default data menu in the Oblivion launcher.
After that there will be a ship at the Anvil docks, awaiting you. On board there will be a man in silver armor. Talk to him and select "Where do you go?" and from there you can port into Morrowind.
Morroblivion has yet to convert everything, so quests, some items, some animations, etc will not be there. It's generally just a field trip for now. All you can really do is battle monsters and explore the Morroworld.
Bugs/Errors:
Converter & Bloodmoon.
There seems to be a common/uncommon error with the converter and Bloodmoon. If you're getting a Wolf Skin.nif or "Too many keys!" error and a crash, then you'll need to disable Bloodmoon from being converted. (This may not be the only solution, however I cannot find any way to counter this, other than disabling Bloodmoon. That is what worked for me.)
Land not appearing!
There seems to also be a common/uncommon error when after you arrive in Morrowind you spawn in water and there is no land. If this is the case, you must download OBMM (Oblivion mod manager), which can be found here: http://www.tesnexus.com/downloads/file.php?id=2097. I have also attached it to this post.
After you have that downloaded, unpack it, install it, and launch it, where it will give a list of mods and files Oblivion will load on start. After this, make sure that Oblivion.esm is on the top, and Morrowind_ob.esm is directly under Oblivion.esm.

Secondly, sometimes arms appear invisible on a few Npcs. I don't know how to fix either, it seems like a common problem. It doesn't happen a whole lot, at least not for me, so it isn't really bothersome.
