At some point in the future, when I have all the necessary knowledge and time on my hands, I hope to begin work on a combat overhaul mod. Here's a little bit of what I have in mind:
<~{Central Features}~>
-Realistic Weapon Weights and Speeds
-Blocking drains Stamina, no Health damage from blocked attacks
-->Two types of Shields: Regular Shields and Bucklers
--->Bucklers protect a smaller area, but use less stamina when struck
-New Weapon Animations that better reflect real life martial arts
-New Weapon Types
-->Katana, Wakizashi, Nodachi, Longsword, Spear, Halberd, Staff, Throwing Knives/Axes, Throwing Spears/Javelins
-Power Attacks take less time to strike
-Bows drain greater amounts of stamina the longer they are drawn, also less accurate the longer they are drawn (Crosshair begins to float about)
-->Bows draw faster
-->Crossbows don't drain stamina, but take a more realistic amount of time to reload
-Heavy Armor more protective
-->More realistic weights on all armor
-Spell casting with two handed weapons and dual wielding (Unsure yet how exactly this will work)
-->(Maybe allow spells to be placed in the same slot as shouts?)
-Greatswords, Battleaxes, Two-Handed Warhammers/Maces, Spears, and Halberds all hefted over the shoulder rather than sheathed
-Staves actually used to walk
{Optional Features}
-Dodge/Roll Dodge (Uses Stamina)(Double tap like ESO)(Or a custom key/button)(Unsure which button it should be on gamepad)
-Built In Equipping Overhaul
-More Realistic Weapon Meshes
Ideally nothing should stop such a mod from working with Skywind and Skyblivion, though there's no doubt weapon weights/speeds and armor weights will have to be done separately for each of those.
Thoughts? Suggestions? Questions?

Sure, we can do that.
Ups, I forgot we're using Gamebryo.
i like it i really think that is the way to go.
I only have a suggestion and one thing i would like to see:
Suggestion: for me spells should be like in skyrim,where you had to put them in your hands, but spells from enchanting could be using the shout slot, maybe a couple of handful spells could be using the shout slot but in majority i would like to use them in hands.
one thing I'd like to see:
in skyrim you can dodge roll but only if you had a perk in sneak tree, my suggestion is if someone adds the old skills from morrowind i suggest to add it as a perk to the acrobatic tree (I think that devs said they don't want to change much the skill lines because of compatibility but i don't know if that is true or not, nevertheless think it would be nice create a mod that add the old skills and give them some perks )

I've looked over the list of things he wants to do, and I do not see anything that is in the realm of impossibility even on the Gamebryo engine. Its going to require a fair amount of work, but it is certainly achievable.
@Silvermodder
Spells won't be changing at all. The only thing I want to do with them is allow casting with a full weapons load-out. I'm still working out how this is going to be accomplished.
As for dodge roll as a perk, that wouldn't be difficult to do at all. I'll keep it in mind.
I'm not sure if bucklers are necessary, if any new type of shield should be introduced I'd say it would be a bigger one.
I want to try to have as many options as possible within reason, though I know there is a point where there would be way too many weapon types.
Might change it to 3 types of shields.
