Ok so I installed Skywind, and I am almost completely certain I correctly installed everything, but i wouldn't be surprised to find out I screwed up somewhere. After installing the mod, i started a new game and everything seemed to work fine. I looked around the boat and the game is absolutely beautiful. There was one problem though. I realize NPCs do not use verbal dialog unless added in, but there is also no text dialogue at all. Am I missing something? Was there another file i was supposed to get? The game is pretty unplayable with absolutely no dialog as you can imagine. Chances are I'm probably just being an idiot, but i would appreciate some help.

You have to turn on Dialog subtitles and have Fuz Ro D-oh installed. Make sure you've checked everything in the launcher too.

I am having the same issue - i have installed everything correctly, started the game with everything selected but alas no voice dialog - Just the subtitled dialog. I have installed all of the Morrowind Vanilla Voice conversations too. Is there meant to be just subtitles at the beginning?

I think i have just answered my own question.... Download the Voice acting Skywind mod maybe?
Correct that will give you voiced dialog to some characters, but not all, this is an ongoing project, so don't expect to hear every line voiced at this time.
