Npcs are not speaking

So I installed skywind today. But the NPCS have no dialog choices what so ever what do I do?

Have a clean copy of Skyrim

Have a clean copy of Skyrim with the latest patch and SKSE and then install Skywind again.

It's under settings in Skyrim

It's under settings in Skyrim then go to display.
