It's possible to be arrested in the Census and Excise office of Seyda Neen before character creation is completed. Much like in the original game, it should result in a slap of the wrists and nothing else so that the game isn't broken.

Stop stealing if you don't want to get arrested! If anything, I thought of suggesting that they dump your ass back on the ship, and take you back to the Imperial jail and hang you at the gallows. Forcing you to reload your save or start over if you didn't save.
I stole because in the original, you could steal and immediately drop the limewire platter at the beginning (value 650), then after they give you the slap on the wrist, pick it back up as not stolen. Just wanted to try it again.
Regardless, it breaks the game. I'm not saying it should be entirely like it was in Morrowind, but taking you to Pelagia jail is definitely a bug.
Sorry for the offtopic but yeah! @Roundaround I did exactly the same thing each time and i find it somewhat tradition in Morrowind.
I think if I remember correctly, we removed the ownership on items for the next release. Go crazy, you thieves!

@Mehh, you're missing the point. You can be taken to jail before character creation is completed, therefore breaking the game. It doesn't matter if you deserve to be taken to jail, it should be impossible until the into section of the game is complete.

What if the guard would then talk to you, ask you who you think you are(to initiate character creation), and send you straight to jail afterwards? Is that possible?
BTW, even in version 0.9.2, the 3pg crab meat is stealable but the 100gp bottle of flin isn't.
